It's like Mello did the presentation and Near did the presenting
The author mentioned he wanted mello to be the one to capture kira, because mello and light have similar psychotic personalities, and it would be cool to see light lose to someone like himself
But because L was so popular, he felt near was a better choice
I wish he was the one to catch him
I'd way prefer Mello over Near. I felt like Near having someone break into Mikami's locker was bullshit and the death note being copied "down to the smallest detail" in one night was ridiculous. At least with Mello, him not giving a shot about laws or ethics makes a ton more sense since he's literally the leader of a gang.
Where did the author mention this?
I feel like Mello is overall more impressive in practice, but that of the two of them, Near would have the easier time reaching L's level, because Near learning to be more spontaneus and take risks would take less time than for Mello to close the gap to L and Near's natural talent for intricate long-term plans.
So i think that, at the time of the series, Mello was overall more formidable of an opponent, but Near would make a better L.
The anime did a lot of disservice to Near, but Mello especially. With enough screentime they could've been fan-favorites. Not necessarily on L's level, but still up there.

in the anime after L dies, ep 26 is basically filler going over the events of the case and interactions L had before his death; the sequence raps up with him saying “this is my final achievement” or something like that, i’m assuming that scene was directed towards near and mello coming to take up the mantle for the case. was that part also filler and they really did have no info going into the case? or nah

From my previous post on Ayanakouji vs Light, I scaled Light to be about 175+ iq but not 5 point below 190, using this chart:

Lets begin with Near:
because near failed numerous times to confabulate evidents beyond the comprehension of light, it is safe to say that his thought complexity and ability is slightly below light in terms of clarity and thought level, because it took the more unpredictable actions of mello, and his overall chaotic approach to destabilize lights plans, just enough for near to have a clue as to what they could be.
So I would put near at around 150-170 most likely 160+ but not five points below 175

Mello:
as for mellow, it is quite clear that even he failed to match the knwledge of near, and his ability to think abstractly. I would assume that his intention of reading all those different books, was to try to enhance his thought complexity overalll and his ability to com parse intel with limited exposure. This is also the reason why mello is more hands on compared to near. Its because he finds it difficult to fullly put enough information together in its reseved form from few refrences in order for him to come to the same conlcusions as near.
It makes more sense to say this, because assuming from a mere assumption, that he likes being more hands is somewhat of 'Begging the question' That if he was more capable of synthesis and integrated forms of thought that near and L posses, he would be less likely to take more risks but because risks also have large gains, and require abit of intuition, I would put his ability, at 130-150 maybe 140+ - but not 5 points below 155. But then we also know that he controlled the mafia which in itself requires IQ ranges that are somewhat similar for leadership then he would be much lower----- but then provided that he managed to influence geopolitical scales and even have negotiations with the president of The us, going through sets of complex levels of cooperatisim and politics, at such a young age, it is likely that he is at least 145+ with a bias towards social deduction.
What about L lawliet ?

Neither of them can truly succeeded L because they do not have the psychic ability that L does.
L has the uncanny psychic ability to guess anything he needs in order to move the plot forward. L is, foe all intents and purposes, a deus ex machina. He’s only there to moderate the plot and make sure its not too slow (he’ll just “guess” using his psychic ability to quicken the plot) or too fast (he’ll just sit on his hands and pretend he’s not psychic) so it really isnt close.
L was such a poorly written character that death note was the first anime i ever ditched halfway thru. I DID eventually watch the rest to gain context and hope it got better but it never did sadly. Amazing premise, but the execution completely “executed” any chance it had at being a decently written story. Its a very typical “bad guy think he can outsmart police but ends up not doing so” story. Interrogation videos are much more interesting to watch than any episode of death note, save for maybe the last episode.
