Secondly on the day of penticost those that received the holy ghost and spoke in tongues acts 2 vs 4 did not understand what they were saying. The hearers however at that time did have comprehension vs 10 that this was the work of god. Peter later in the chapter confirmed this outpouring and sign was a Joel proophecy fulfilled vs 17 and and that in vs 32 - 33 promised holy spirit is received which you now " see and hear". Peter concluded in vs 37 -39 for all to repent, be baptised in water and receive the holy spirit...3000 people had this experiance that day.
