C-16 was not a good guy. He was a mass murderer who gained a different perspective over time. He did not break free from his programming like Android 8 did. 16 was programmed to kill Goku. He did not have any other goal he really cared about. Any other destruction was meaningless to him. If he truly was noble he would have been resurrected.
