Get yourself some clear bobbers, you can then cast all kinds of flies that way. Small Mepps squirrel tail spinners would do you well. I don't know the law concerning treble hooks, but it's easy to change out to a single hook.
You can use spinning gear. I’ve done float and fly with 8 lb main line and 4 lb Fluro leader. You can use whatever float you want, clear water bobbers are popular or an adjustable bobber. 3ft leader and your fly below, can be a beaded nymph or whatever you prefer. You can use this same technique for dry flies. Adjust the length of your leader as needed. Just remember to slow or stop your cast before your line hits the water to straighten it out and avoid tangles.
