I had that experience once, taking the ferry to Whidbey Island for the first time. There was no line, but there were signs telling drivers to stay out of the ferry lane. I didn’t see any point where I was supposed to enter the lane until, suddenly, it was full. There was no easy way to turn back to get to the end of the line. All in all, a confusing experience. When I came back, I drove to the north end where there is a bridge. Much easier.

From what little that was explained about the story… sounds like a lot of the cutting is accidental due to intertwining traffic.
With that said, I’m sure many take advantage of these situations or just recklessly cut regardless. We have a few streets around here that people do the same… simply because the roads and lack of signage allow them to.

I’ve lived in Seattle (24 years), Los Angeles (12 years), and Las Vegas (3 years). Washington state drivers are BY FAR the kindest, and most polite, (however many times too polite, leading to huge traffic backups, fears of merging on freeways, driving too slow in the fast lane), Los Angeles drivers have a “kill, or be killed”, and “you snooze, you lose” mentality, and Las Vegas drivers are just plain RUDE, drive way too fast, and don’t care if you live or die (basically the same with L.A.). I think A LOT of Southwest states people have MOVED to the Northwest, and they’re MIXING with the local drivers, changing the dynamic of driving, and COURTESY up there. Northwest locals better wise up, and get more ASSERTIVE when driving, the recent transplants from the Southwest will mop the floor with you. Sad, but true.……FACTS.

The owner can only get out of it if they provide the identity of the driver and there is enough evidence to prove that this person was driving... or if the car was reported stolen prior to the violation. Sadly, there is some logic and purpose to having drivers drive all the way up to the merge. I don't do it, and I look at it as people trying to get ahead of everyone else, BUT... it DOES avoid the line of cars extending even further back by allowing excess cars to fill in that lane that ends, thereby minimizing the area/line of potential backups, accidents, road rage, etc. Plus, it's often actually SUGGESTED, as they often put lighted signs up encouraging the "zipper merge" all the way up at the merge.
"When a vehicle slows down to merge early in heavy traffic situations, it puts all drivers in danger, slowing traffic down too quickly, leading to unexpected crashes or angry motorists. These dangers are decreased using the zipper merge. Traffic backups can be reduced as much as 40%."

A gate, and few cameras would take care of the problem.
Camera 1 is at the initial car feed area watching for line cutters, the gate is before the check in (or whatever it is) to the ferry.
Line cutter seen by camera 1 is fed to camera 2 at the gate. Gate opens to divert line cutter to a holding area where a ticket is issued and driver is looped back to the end of the queue.
The non-cutter line proceeds forward as if nothing ever happened to all the normally queued up cars.
Simple. Same procedure used for filling pop bottles. If one is noticed to be short on fluid, the line doesn't stop but the bottle is diverted.
