Yes Its 18 w which is the same speed as the actual iPhone charger from Apple. A fast charger works perfectly !
A full pack allows me to charge up to 4 full battery iPhone 11 pro max.
I choose a small once over the big one due to the size and the weight.
The big one is necessary if u want to charge a Mac book but I only need it for small devices

I've used a number of them - Apple USB-C Chargers, Pixel Phone Chargers, USB-A to USB-C cables etc - Any USB-C charger should do it but I'd say with the Anker PD charger from Amazon or any USB-C laptop/phone charger should work fine.

Should I need a special adapter/charger for this to charge 3.5 hours from empty? I have a regular samsung s9 fast charger. Should that work fine?

you need power delivery charging adapter, samsung adapter can charge but very slow, i think like 7 or 8 hours for the powerbank to fully charge.
