Cast Iron Toilet Flange Improperly Above the Floor

I'd say this is the first time I've seen a cast iron toilet flange raised 1/2 inch from the floor surface.

Why not Grout? When it hardens, won't it better than Silicone. I'm just curious.

Grout won't stick to ceramic surface. Grout not clear. No one used grout.

Oh, okay, in Florida I see grout everywhere even on tiles.
