In Pune,you have mountains,hills,forests,rivers,lakes inside a city that destroys economic potential of the city left and right,up and down. Compare Pune with any big city in world and you will see how may billions of dollars worth economy might have been working if there were not so many barriers here.
The problem with building so many highways is after 5 years, even they are congested, You cannot reduce traffic by just making a lot of highways. Any post war expanded city of US and Canada have tried this and the congestion never stops. Houston has 27 lane highway which is also congested. All those cities are now turning back to building a strong public transit. Mumbai needs these tunnels. But these has to be the max limit. After this there is no scope of further highway expansions. you only need large scale good quality metros and rail. roads should not be used for daily commute. Still all indian cities have not learnt efficient city planning like other asian or European cities. There is a max limit of road infrastructure beyond which it starts to give -ve utility.
I am not against anyone but Problem is not developing those States or city's from where people migrate themselves for earnings in Big city's, I mean yes opportunity is a reason but even for a start up if people get in big or mega city's population increases traveling gets affected, Public Transport gets congested, I may not be able to explain but instead of Highways we need to see from where do educated people comes give them an opportunity in their city or state atleast so that it becomes easy for all.

Suburban rail system used to do that, it connects Thane, Panvel, Navi Mumbai etc. Rrts is nothing but a fancy Suburban rail. Actually connectivity within Mumbai is an issue, as they were dependent on local which never were built for this purpose.

How many infra projects have been completed in & arnd the New Mumbai area ? Rare few . And even whatever gets done is at a slow pace with a start, stall, stop & then repeat the cycle method . Currently all infra projects getting completed at a rapid pace are targeted at the convenience of influential people living in certain areas of South Mumbai & upto Bandra . Rest of Mumbai are expected to continue voting blindly and be exceptionally grateful for any small work done by the Govt

Tunnels are good in some ways where they are feasible...take Tokyo for example where land is very less ...so they build ring roads, expressways, highways,link roads underground rather than spending double the money for acquiring land and building viaducts,roads,etc
