I have never once received an answer outlining the specific grounds on which it could be used. Once triggered there is a period of discussion followed by arbitration to resolve that specific issue. It is not a "catch all" solution to the Northern Irish Protocol. It relates solely to a specific issue, or any number of issues but does not lead to a renegotiation of the whole Protocol.

NI does not want to remain tethered to ROI, where did you get that silly idea?? NI wants to remain a full member of the UK as was agreed by all in 1998's Belfast Agreement. The cross border trading with ROI is insignificant compared to trade with UK which is hindered by the divisive protocol designed to force NI out of the UK against it's will.
@@asanulsterman1025 EU tricks of VAT double dipping thru NI / EU Court. NI businesses could be liable in 2 different tax regimes if they scale up later to England, Wales and Scotland.
