Since I haven't seen it in the first 50 or so comments:
8:28 What you can hear at the very end is a so called *numbers station*
Numbers stations are pirate radio stations, mostly operated by secret governmental agencies, used to transmit encrypted messages to spies all around the globe.
The messages consist of number sequences only. Sometimes the beginning of a transmission has an intro song or something like that.
These stations operate in the AM shortwave frequency range and thus have a massive range.
Here in central europe we can easily pick up stations from way behind Russia's border for example.
All you need for reception is a shortwave radio that can operate down in the 5 MHz range.
This technique is still in use today.
Two of the "most popular" stations are The Buzzer (RUS) at 4625 kHz and Oblique (POL) on varying frequencies between ~5000 kHz and ~15000 kHz.
Oh, and the track is simply THE BEST!!!
