This is what happens when Greed (the King) is put above Love and other Moral Values (the Queen) irrespective how noble the cause is (the Tulip). One will always be destroyed by the same Greed (the Graveyard).

So I'm thinking that the tulips (being red) symbolize bloodlust. Perhaps his kingdom of people was diverse like the flowers in his garden, but as his bloodlust consumed him, he became a conqueror and all his people became uniform -- they became soldiers who all died. Or perhaps the monochrome garden represents a nationalistic and intolerant society -- common during wartime.
In his greed, he lost all peacefulness and kindness. Perhaps the woman knocking over the vase represents her suggesting mercy for the enemy or peace or something, idk.
Either way, his original kingdom and his style of ruling changed into something sinister (when the crown was passed to the evil version of himself). When the ruler fell, the kingdom went back to being peaceful and tolerant and diverse (symbolized by the multicolored flowers), but the legacy of the bloodthirsty king remains in that one red tulip.
