Actually if you watch the movie carefully the doctor said that nine can store nine quirks. Yes he has 7 quirks. The reason that he cant store one for all because the previous owners of it has quirks too that has been manifested from one for all. The first apperance of a quirk of a ome for all user is a man that is bald(forgot the name). And it is called black whip. And the bald dude said there is more coming(quirks)

No no in the movie it did state that after bakugou got one for all transfered then retransfered back to deku, in that timeline he didn't remember what happened and the others were mostly passed out at that point
