The trick is to shut down your game before it saves the conversation of moving out. When you turn the game back on, the thought bubble will still be on the wrong villager, but that's fine. Just don't speak to them, and the bubble will move to a different villager the next day. Repeat until it lands on the right person.
Oh oops someone already said this. Well... I can verify it works because I tried it myself.

Did you know if you see a villager with a 💭 and it’s not the one you want to leave. Ignore it! A few days later it will appear again but on a different villager hopefully the one you want to leave! If not You can continue to ignore it until it lands on the one you want to leave!
That’s why I stopped playing New Leaf, my little dog friend left.
