Yes, that can happen depending on material used and tightness of wraps. If you are having difficulty with the wraps not getting tight enough to hold the poles tightly to the stringers, then you can try frapping horizontally under the treads and above the stringer.
The Floor Lashing can be used to create any flat surface like a wall, or ceiling. If you were to build a house you would be using mainly square and diagonal lashings to frame the house and then floor lashings to cover the frame.

You edited out how to do the first tread right? There's way stronger ways of lashing floor, I wouldn't recommend this one, just look up bushcraft shelter structure knot.
