I have a feeling on why it ended that way. Gouken is listed as a God-tier character. Oni is also a God-tier. Whatever the result, people would complain anyways. I think that was nice. And if we dive into the story Leon came up with, the Raging Demon and the Raging God cancel each other. I wish we had something like that in the original franchise. Something to prove that Oni isn't untouchable.
