A lot of people like to dunk on him and it is deserved now based on his bad takes on Busted Open, but if you go back and watch Nitro's and PPV's from that time you'll see Disco Inferno was actually very over with the crowd and always got strong reactions for his matches. He was a solid midcard hand throughout the late 90's til the end for WCW.
Hot take, but Booker I think should have won the WCW title in 98, to see if it would give the company a much needed shot in the arm. He was putting on banger matches and made the TV title feel more important then the WCW Title

Outside of the DDP match, his run with the belt was booked horribly and he started to essentially be a part time wrestler, while Nash was arguably as over as Goldberg at the same time. If you really want an example of a promoter disrespecting Lucha traditions, see Vince McMahon forcing Rey Mysterio to start wearing masks again after he had lost it. WCW didn't need a shot in the arm in 98. They did in 2000 though. And nobody thought that the TV title was more important than the WHC.

A vast majority of the matches on all these PPVs really belonged on Nitro not on a PPV. WCW really did have awful booking all-around.
