I dont know if I m right to say that, but I have certain impression that if Korea had kept her monarchic system maybe relations between Japan and Korea could be better considering the fact that Korean under presidential system the corruption rate is higher and those who had power loves to use Japan as a way to divert their people from domestic issues.
