I dont know if I m right to say that, but I have certain impression that if Korea had kept her monarchic system maybe relations between Japan and Korea could be better considering the fact that Korean under presidential system the corruption rate is higher and those who had power loves to use Japan as a way to divert their people from domestic issues.

Please tell me more of your source. Second, you think Japan isn't corrupt at all? Well, I got news for you.Is Japan sometimes used to diver attention from some domestic issues? Yes. Nobody is denying that. However, does that mean none of the complaints and greivances are legitimate? That there is no problem in how Japan acts towards Korea, China and former occupied countries during WW2? You are delusional if you think that Japan is just used as scapegoat all the time. The fundamental problem lies in Japan. Try to learn a little bit of how you should act from Germany.
