In this case however a mexican carrier can come straight into the U.S. and deliver directly. The problem was always the cartels trying to steal product and /or hide people in the trucks to cross over to american soil. I will say to carry liquor in the US you have to be heavily insured and for a lot of companies was a deal breaker. Insurance in US for liquor is very costly.

Drivers could have been part of a theft ring to boost the trucks then have plausible deniability. Saw it happen to a Werner Driver first hand. Lots of dos and donts at the border Trade Zones, you learn the more you pickup and deliver to them
