Gestalts are normal humans. They just aren't treated like people because of their backgrounds from the looks of it. Official documentation is in German,but alot of signs in the halls have what looks like Mandarin maybe. I think that is so the Gestalt workers can read what they are supposed too. It keeps the languages of the two seperate as well.
Feeds into the idea that they are undesirables sent to mine on the edge of the solar system and monitored by Replikant bioroids programmed for loyalty to the Party above all else. It's effectively a penal colony under a different name. Hence the reeducation centers and lack of care shown when a Gestalt dies.
Be they an ethnic minority or those opposed to Communism;they're sent there to die & maybe they'll be reeducated into believing in the Party Line. But the priority seems to be forcing them to work in the mines rather than convert them. Although judging by the propaganda about the "Imperiant Remnants" the war against the other great powers may not be going so well. Otherwise they wouldn't be focusing so much on the need for productivity at a fringe mining outpost to get materials for weapons.

I did eventually figure out that Gestalt was just the word they were using for whatever counts as a baseline human in this horrible future. The lore in this game is super oblique (and in some cases deliberately confusing/misleading it seems) so I appreciate hearing other peoples perspectives on it.
As for the revolver, you mean the one in the x-ray room? Don't think that ones obtainable but I do get a similar revolver later on (more Signalis dropping soon)
