Technically, some are. Newer hybrids from Toyota and Honda for example, are driving at most city speeds via their electrical drivetrain, the same as EVs. The difference is that they charge via regular gas and on highways or if battery is too low, they engage their ICE motors.

Good question. The problem doesn’t happen in factories with guided vehicles. I bet if looked into each sensor uses and encoding method on the beam - wave length, amplitude, pattern, etc. could be done in a couple of ways. If you mount forward and side sensors on a units they don’t cross talk. Good question.

The Chinese auto industry has stunned the Western automakers with how quickly it developed. The Chinese economy is a hybrid that does include some market mechanisms, but also lots of government involvement. It sets an example that is hard to dismiss.
