TfL Route 249 driver fails to follow the correct Big Red Book procedure

The driver did not keep the front doors shut while I boarded. The driver allowed numerous passengers to board through the front doors before allowing me to board.
The Big Red Book (2019 edition, p. 99) clearly states that the front doors must be kept shut while the wheelchair user boards:
"Keep the front doors closed on two-door buses so the wheelchair or mobility scooter user is given priority access."
It is NOT acceptable to ignore the instructions and procedures in the Big Red Book.
