It’s saitama “death counter”
Fastest to slowest (base and ultimate moves):
1. Sonic (3 mobility moves in base, 2 very fast mobility moves in ult)
2. Genos (2 mobility moves in base, 1 fast but limited move in ult [speedblitz is fast but has short distance compared to others])
3. Atomic Samurai (2 mobility moves in base [pinpoint air variant can go much further the higher they are in the air], 3 very fast moves in ult)
4. Tatsumaki (1 very fast mobility move with NO ENDLAG in base, 1 very fast move in ult with also no endlag)
5. Metal Bat (has 2 mobility moves in base, 2 mobility moves in ult that can travel a lot of distance and can be used many times)
6. Garou (2 moves can make him move fast in base [flowing and lethal whirlwind], 1 mobility move in ult)
7. Saitama (You can't use Death Counter to run away or to catch up to a runner, and his base moves dont have any mobility at all)
8. Suiryu (No ult, only 2 mobility moves that dont cover much distance)
Suiryo is technically the fastest character if you use the 2nd move on a dummy then teleport to the other wall then use it again it will zoom
