This is a message to all who don't have a Decoder: Just play the game, do the missions, save, scan CCTV boxes etc. Just keep playing until you reach the Tower of London and do the Call For Evac mission, then you will get a Decoder. Anyways, once you complete the mission, and come back to the Safe House, a new mission will come up. You will need to refuel the Safe House generator. You will need to head back here to Brick Lane, and then you will be able to scan the two codes in the area, and then you'll be able to open the door. Hope this helped. And, if you haven't done the Tower of London mission yet, you don't need to worry about this door.
