If the blower motor is not seized but not working when 12V applied you can check and replace the brushes if necessary. That was the problem in my case on the left side. They got so short by wearing out over the time that there wasn't any connection so the motor just stopped working. Also check the solder joints of both fuse boxes.
Forgot: that round thing is a vacuum solenoid. Also, if you hear a whistling sound for a short time after you turn on the a/c then that means the foam is missing from the air flaps.

I thought this was a proper XJ series 3 and not the damned 40. no use at all to me .
