a planet on the border is usually considered to be weaker (imagine a plant with shallow root system). it can mean many things, depending on a lot of other factors.. if a chart is strong it might not matter at all. if a chart is weak, it could add to that "weakness" as well. see the Asc degree first of all, aspects on Jupiter and how Jupiters dispositor is doing. If all 3 are bad for Jupiter, then you can consider Jupiter being not that great. But even then, you might have other planets or conditions that are strong and beneficial, that overides 1 struggling planet. Good luck
