Shibuya Ban Public Drinking, More Tokyo Areas to Follow

  • It was well known that Shibuya ward, one of Tokyo’s 23 city wards, would ban public drinking if alcoholic beverages but now it’s not just at Halloween and New Year. Effective Oct 1st, from 6pm to 5am, you cannot consume alcoholic beverages outside in prohibited areas around Shibuya. THERE are NO Penalties (yet) so a lot of bark, little bite.
    Will it help clean up Shibuya, known for being filthy? I hope so. #shibuya #drinkingban

      People want to know what’s happening here, it’s an everything channel - I did a lot of news over the pandemic era. Some walks coming up including here in Asahikawa where I am right now.

    I was in Shibuya last evening, caught the wrong train (Hanzomon rather than Namboku) and ended up there 😂 Boy has it changed since 2016 when I was there last, still lots of people but the place was absolutely packed, full of sweaty tourists (ie. my ilk) everywhere. These orders are a good thing.

      There's plenty of other areas that have drunks on the street. Plenty of other cities as well. Miyachi won't be losing any content.

      Update... Miyachi / konbini confessions is having a meet up to celebrate street drinking one last time in Shibuya, in front of Famima Dogenzaka late night Sat 28 Sep into Sun 29 Sep. The meet up was supposed to happen 0100hrs Sun 29 Sep.

    This mesures are good when there is no other option. No matter where you are from or how you want to spend a good time. it doesn’t excuse to be rude, dirty and irresponsible with your surroundings. I think that this law is just a protest to bad conduct from people who don’t know how to behave. So good for Japanese citizens who decided “enough is enough”

      Have you seen drunk Japanese people? This is most definitely not just a tourist thing. Look up any drunk Japan nightlife compilation and you will instantly understand.

    Peak Halloween party time was 2018 when I was there when there was little to no crowd controls and most importantly very few vloggers acting like idiots for attention. That said 6 years later I can understand a lot better now why there are bans on alcohol and potentially on festivities. Honestly, if there are going to be measures to mitigate partying and excessive alcohol consumption it'd be far more effective to have strict penalties issued to both locals and foreigners who violate those rules. Japanese officials need to understand that if there are no consequences to actions, rules will be ignored.

      I agree, but it’s complicated. I think it’s a see how this goes and then go to the next step kind of thing. Fining tourists isn’t a great look. But I mean, people should follow the rules. Or go elsewhere to have a drink if they want to save some cash.

      While it may be a common belief in the West that measures are ineffective without clear penalties, I believe Japan has demonstrated significant effectiveness even without stringent penalties. As you are aware, during the pandemic, many countries worldwide implemented strict measures accompanied by severe penalties. In contrast, in Japan, most citizens complied with government requests alone. Therefore, whether penalties exist or not does not fundamentally alter Japanese behavior. In other words, wrong is wrong, plain and simple. I believe even the presence of retired elderly security guards patrolling could yield certain positive effects. I will elaborate further on my thoughts regarding this measure in another comment.

    Hey John, i dont think theres anything wrong with celebrating Halloween. I get yhe ideas behind the bans, and foreigners should definitely respect the locals, but I don't necessarily agree about shutting down events. It's all in fun. I also don't know if Dianey deserves BLAME per se for introducing Halloween, I don't know the history of Halloween in Japan, but attending Disney Halloween events last year at Tokyo Disney seemed very fun and contained. What the people do with that isn't a responsibility or, what I would argue, a result of Disney's supposed introduction of Halloween to the country. Look at it as another fun annual event, you're from the States, you know how it is, and it's not meant to be a destructive event (yes, I know the basis of the phrase trick or treat, but you know anything resembling that is few and far between).

    While I don't particularly care about drinking on the streets, I think this is a clown move that will not change anything, yet be expensive to "enforce". As you said it yourself (in different works): people who don't give a crap about decency also will not care about rules, especially when they're not properly enforced and penalized. Such rules only hurt people who abide by them because it restricts them despite not bringing any benefits whatsoever to the community.

      @@onlyinjapanGO John I think you might be a little off base with that one. Ive seen more than my fair share worth of drunk salarymen passed out in bushes or a bench, or sprawled out on the ground in Tokyo. Along with locals not in suits, getting dragged away by police and passed out on train floors. When was the last time you went out drinking past 11pm in Tokyo? Its literally become the stigma of the Japanese salary man to see him outside a Lawsons downing a strong zero and chain smoking cigarettes

    I don’t live in Japan so I have no business commenting about these measures.
    But, the lack of penalties means this isn’t enforceable at all, specially for tourists that don’t respect law enforcement in their own country, let alone a foreign country. I wonder what they’re thinking. Maybe they intend on slowly ramping up the penalties year over year until people get used to this new rule? Interesting nonetheless.

    Unfortunately in America these days, it isn't about doing the right thing, but what you can get away with. Not everyone is like this, but those that do are getting pretty brazen. I've seen people just through trash out the window.

    It’s a shame that the bad actions of some people result in others not being able to do nice things. Had a similar issue here in Australia with parks in Sydney becoming “alcohol free zones” after a nye backpacker party left the area absolutely trashed.

    Good for Shibuya! I don't blame them one bit As for those drinking on the street good chance they might face other charges especially if they are difficult. As for the Japanese they are left to police themselves As they have always in their society

    This will make people drink alone in their bedroom,and maybe drink a ton before they go out,i have no idea how this will go but it wont be much better

    Not a problem. Public drinking is already restricted where we are from so it has no impact on us a s tourists. You do what you have to do to maintain some sense of public order. People couldn’t be adults about it, so the privilege was revoked.

    The ward can limit alcohol being sold to them to prevent alcohol abuse.

    Drinking in public isn't allowed where I'm from in San Diego anyway, you can actually get anything from a fine to arrested depending on your level of intoxication. It helps control incidents and unwanted interactions quite well.

      That’s the next step. It’s more complicated. Requires a lot of paper work and the process needs to be defined. Are they judged, need to go to court? What’s the process? The mayor will have to define a lot.

      google Japan drinking culture, japan drunk culture, Japan drunk nightlife, etc and see how many locals get into fights with cops and behave in general drunken misconduct nightly. The foreigners arent the main issue here at all. No problem with wanting tourists to be on their best behavior. But you cant fix a problem by focusing on something that isn't the issue.

    Its not uncommon in Europe to have no public drinking areas with fines, but that does not stop people who have already been drinking. Issues like public urination, littering, and antisocial behaviour are still commonplace, the only thing it really stopped was teenage drinking in parks but they still litter. There is a big difference in having 10 or 14 drinks over the day and having 10 to 14 drinks in a few hours when bar hopping which is what leads to issues, as inhibitions start to break down. If day drinking (starting around lunch time) was more common, they would probably have fewer issues, instead of binge drinking. I don't see this fixing anything.

    Tourists, Gaijins, city kids who go to Shibuya are guests. Voters of Shibuya have final say. End of story.

      Its mainly the Shibuya and surrounding residents that are the problem. So yes I agree. Japanese drunk culture has gotten too out of hand.

    I would be interested to see statistics in a year’s time that show the proportion of tourists over residents that break this rule. Enforcement should be calibrated to those statistics.

    Shibuya at night is a dump.
    The area is not what it used to be 10 years go.
    Also, it is interesting. Shibuya has certain... outdoors drinking events. I wonder how those will be affected.

    I never found Shibuya to be that bad...Kabukicho however is a mess every night and would really benefit from this.

    Wow this is a bad take by jon. Why do we want to drink on thr street? Because drinking a strong zero is way cheaper than overpayung at the bar to chill out. Just because some oeopel cant handle their crap shouldnt ruin it for everyone else.

      Listen to yourself, for over 10 years residents of Shibuya have had their neighborhood turned into a dump. They took it for a long time, little has improved. You can still drink in Tokyo, just not in the center of Shibuya. Go to Yoyogi Park :) have a strong 0 or two 🍹

      Agree not all of shibuya is banned from drinking, just go further up the street to the club party areas. However there is possibility it could spread further.
      If the banned remained only in these areas it is sensible

      @@onlyinjapanGO I still think it's trying to solve for the symptom than the root cause. People will still get drunk at bars and be drunk outside. Of course something should be done and that should be more around enforcement of disorderly conduct outdoor as opposed to just drinking.
      Also I wouldn't recommend moving drunk people into neighborhoods because that is literally the definition of kicking the can down the road.

      The answer is quite simple. If you’d like to drink, you can go to a bar or an izakaya. If money is an issue, you can simply buy your favorite alcohol and enjoy it at home or in your hotel.

      it doesn't prohibit being drunk in public, it only prohibits drinking openly on the street i.e. directly from a bottle.

    lol if I want to drink I’m going to drink on the street. We been doing this for years in Toronto. Just by your little Mickey and put it in your pocket. You don’t need to be walking around with a can of beer or liquor in your hand. Keep it discreet and get lit tf lol

    Glad you made this episode. Yeah I'm for it. It is just getting out of hand. I'm curious to see Shibuya content corner late night clean and free of trash. Though Shinjuku late night at the square near Toho cinema will probably get worse with Shibuya drunkards flocking there.

      Yes I’m here at the moment and the locals are drunk and trashing the place in shinjuku
      Nothing to do with tourists on this occasion…….
      Yes, make drink drinking illegal and place rubbish bins where necessary , however I’m sure local government will enact more Band-Aid solutions
