Pradhan jee did it himself. Multiple factors: Others have pointed out that he didn’t need sympathy as whole village was behind him. But is that all? In reality soon the whole village would move on and Bushan does have a support base, road is not coming and bushan would have promised that garnering many votes. People only supported Pardhan Jee for the respect of village, not him. Second he has to get rid of Vidhayak somehow because he knew Vidhayak would come back. His wife may win and he may be ruling in her name just like Pardhan jee does. With this attack, Pardhan has an attempted murder FIR and will avoid pardhan jee at all costs. Also the attack seems fake, initially the attackers didn’t even ask who pardhan was, they were 2 feet away and still missed all the shots and attack happened right in front of a bus full of passengers so there would be ample witnesses. Then after cornering them, they are right in front of pardhan jee and only shoot his shoulder ensuring he would live, and even let 2 witnesses go unharmed, wiqas and Parhlad. The whole thing is Pardhan’s game. Bushan calling someone on the phone is just a red herring to make us think otherwise.
I like your theory but Pradhaan is never shown to scheme at this level. If he wanted to stop Bhushan for good he could've done that at the start and that would've been very easy back then. Swanand Kirkere's character did this. That's the rule of writing, you have to change the negative character after a few season. As the season scale is increasing the scale of the villain should also increase. Take a screenshot please. This will happen. They wouldn't introduce swanand kirkire just for a scene. He will be a bigger fish with more ulterior motives and definately has bigger plans .

When Bam Bahadur was threatened by MLA, Bhushan was willing to let MLA carry out his threat, he even willingly passed the message to Bam Bahadur. Bhushan is capable of violence as in the hospital scene when Bhushan is slapped he chooses to retaliate with violence. Now you can argue that he was defending himself but it is a violent way to defend yourself. Bhushan is willing to use violence as long as it is beneficial to him Then again I can be wrong 🤔 well we'll have to wait for the next season
