As Derrick below commented, the answer to Question 11 is incorrect to say you can NEVER cross two solid yellow lines. You can do so to enter a driveway.
Answer to question 11 is wrong. Did you mean two sets of solid double yellow lines? A solid double yellow line (your wording in this question) can be crossed to turn into a private drive way or street.
Answer to number 11 question is wrong. You can cross a double solid yellow line to make a left turn from or into a private drive drive way or a side street. You can also make a U turn .
I agree, the answer is wrong. I think they meant two sets of double yellow lines. Then you can not cross over. The California Drivers Handbook says in Section 6 of the Double Yellow Lines part: "Stay on right of these lines unless you are: ...Turning left across a single set of double yellow lines to enter or exit a driveway or private road or make a U-turn."
The correct answer for Question 9 is C. Passing is allowed only in certain circumstances. While it’s highly discouraged to pass another car on a single solid white line, it’s not illegal to do so in the state of California

Not sure, but I think a solid and a broken yellow line is where you can uturn or turn into a side street

The road is not broken. The yellow line separating the two way road is broken.
