Each frame draws different lines all across the space of the qr code via black pixels which considered "random" for scanners because they're for seeing this frame by eyes, not camera. Suggest what these QRs could possibly contain if they're were scannable and at the same time the animation could be still visible. Would be just a mess of random information which doesnt makes any sense
