You create it in Dev client, Move in Dev testing client (T-code SCC1). Test in Dev. If all good Move in Quality client (SE09 / SE10 ) or ask Basis. the test in Test client, if all good follow you change management or ask Basis to move in prod. (SE01).
Enhancement and custom report not much different. However when you do enhancement it might impact some business processor or sometimes might be negative impact. However in reports such risk is not there. In reports you just read data. However in enhancement you fill process gap. Although we need both because it's not available in standard SAP and you have to build it with custom logic with ABAP help.
