How would you have done so on that turn? I did have both Mining and Irrigation but I wasn't built on ore so I couldn't have gotten 2 ore from that progress card, and I could only port 2 wood and 2 cloth for 2 ore! Unless you meant wait another turn AND THEN build a city??
