Did you Install the UNIvrm into Unity? If you did you may need to save that project, close it and then reopen that project file. Sometimes unity doesn't do everything it's supposed to with UNIvrm

What hardware are you using for VRchat? If you are on an Meta Quest you are limited to 10 MB. Can you describe the hardware you are using. Also did you import into Blender first? There is a known Sparse Accessor bug in Blender that we have a Bug Report Filed with them

question can you still use avatar you make even you not allow to publish ? i mean i make it for myself not use it for public
it doesnt allow me to use the VRM converter for Vrchat ;_;
I dont have the VRC avatar descriptor option in my Add component tab...

@ I downloaded a 2022 version of unity and then it worked. It looked more like that newer versions of unity doesn’t recognize univrm

Where did you purchase/DL the model?
In Unity/blender/VScode you can change the permissions on the model.
