Buu can : - Regenerate his wounds - Heal people - Extend his arms to never fall - Create small himself to bait and help, adding more "people" for U7 - Change his body into a "mist" to avoid attacks and surprise his opponents - Absorb opponents WITHOUT killing them and actually take their abilities - With this body he's surely stronger than Buuhan or Kid Buu (power scaling is crap after all) But they used Frieza for some reason...
Its because of all of what you said he can do. Without the ability to "end" someone, Buu basically is a god on the field, so they wrote him out by putting him to sleep.
Yea sleeping for 6 months... It's just an easy excuse to not put spotlights on someone else than Frieza, after all there's only Frieza on DBZ... Also Buu might be too OP but bruh, What about Jiren who can solo everyone from any universe ? Even UI couldn't beat him completely. Cell could be a good choice too, maybe not that OP but he got infinite potential as the ultimate lifeform and with the help of Bulma, we can even imagine that she could add new/recent DNA to his body...
He's also an extraordinarily fast learner, he can copy basically any technique after seeing it one time, even something like Supreme Kai's "Kai Kai". Buu is insanely cracked in many ways because of his abilities, but his ability to learn so fast is insane.

Buu would have been the biggest support unit in the tournament of power. Healing powers all the members, not being able to be eliminated if he drops a piece of his body somewhere. Unlimited regeneration
Buu is one of my favourite villains turned hero, I think they should have kept this design in my personal opinion, it looked great. Obviously dont mess with whats already perfect but I'd like to see this more often
Honestly if Buu was in the ToP, he'd be an insane asset. Basically a self sustaining DPS healer on top of magic. If we use GT for some of his abilities, he can even hide allies inside him. I can see why he had to be replaced
