I do think that the concept for that game is really fascinating in terms of the gameplay, it's just very bland outside of that one unique concept. It's also really clear that it was worked on by the people who went on to make Bayonetta. I would have been fascinated to see a version of P.N.03 with the level of creativity and personality that they put into Bayonetta, as the latter is more suggestive but feels less objectifying because of the work they did to make Bayonetta into a character you'd enjoy being/spending time with, as opposed to just being someone to look at.
I played very few Game Cube games. But I can confirm the GBA battlebots was a poorly executed. The circular bot had such bad art you couldn't tell which direction you were facing
