The villain have only gotten stronger after each arc. Boros for instance was only powerful enough to destroy the surface of the planet with his full power and that's just the surface, he wasn't capable of blowing up the planet yet Saitama actually got bruised and shit when fighting him. It wasn't serious injuries but he still got bruised nonetheless and had to resort to his most powerful punch to deal with him and that's just a planetary surface level being. The first villain in the saiyan saga was capable of smoking entire planets with with a wave while not even exerting his full power.
