As Tom was shooting Sjin turned and went toward the edge of the roof where he presumably dropped down and ran across the street, but line of sight was blocked by Tom's big gun so we don't see it happen. If you slow it way down you can see Sjin turn and start to move between 19:25 and 19:26
No cut, otherwise the timer would have shifted, seems to me that because of the darkness, the recoil of Tom's gun and the shape of the blood splatters on the roof, Sjin was able to jump down to the street below where Tom was aiming without being noticed. The death sound also helped sell the unintentional illusion. Edit: lmao whoops, the other reply hadn't loaded when I sent this

The Scarlet One seeing as he disappeared while being shot with no door around him, I assume he teleported himself to Lewis’s body. He probably started it before he spotted tom thinking he’s really far and he couldn’t be bothered to go look for him.
