Brass Knuckles use Unarmed skill when coutning hit chance.
If you have lower ST that weapon require it doesn't mean you can't use it. It just mean you will get -10% penalty for each point of ST you lack. So even with this penalty that Assault Riffle is much better than 10 mm Pistol.
In clasical Fallout you never loose karma for looting items (with exception of those coins in Modok's well), because items have no owned by statistic. However some containers are set to private, so NPC firsly warn then attack you if it see you to loot it.
Actually all you need to be able pick third companion is to increase your CH temporarily - eg, by Mentats.
Actually cap for learning from books is 91. But most 'book skills' depend on IN. So if you temporarily decrease it (eg. by using Psycho) you can technically go a bit over.

@@TevvoPlays Only one in Vault City have Lynette (have to steal them). Otherwise best source of Mentats is a professor in Broken Hills.
