It is basically Sonic from Sonic Mania + the hyper transformation (which he achieved with the Super emeralds from another universe) and the Phantom Ruby. But the reason for Sonic's appearance is that after defeating Eggman and Heavy King with the Hyper form, he approaches Ruby but due to Sonic's energy, he caused it to go out of control and show a biblical world that was going to merge with his world. Sonic tried to prevent it but he didn't do it and caused the Ruby to embed itself in his chest. It should be noted that he cannot control his emotions because due to his temperament he ended up altering the appearance of everyone else without meaning to.
