The reason the pedestrians were driving into everything is because Rockstar gave them a certain route, so when you change the map to Liberty City, the pedestrians think they’re still in Los Santos, so to them the walls are a road. It’s also why they can’t climb Mount Chilliad. Someone online confirmed this a while back and actually has a map of where the pedestrians can and can’t go.
So to clarify, it’s not a glitch, it’s what Rockstar created when they made GTA 5.
