People from Tokyo and people from Osaka speak differently and have different slang terms like how the United States have things like a Brooklyn accent or a southern accent. there's more to it than that but that's the simple answer that i think is easiest to understand. there are differences between having a "accent" and a "dialect" and you can look it up if you want to know more.
