Snow golems can spawn natrualy wen a enderman picks up a carved pumpkin from a pillager outpost and if the enderman places it on a spesific block next to a spesific snow village house the snow golem spawns.
It is possible to get a nether portal to spawn you in a fortress its just EXTREMELY rare
