Donovan Desmond is a great villain for this show.
At first, his profile just says "evil politician", which is nothing special, but his creepy design, his sinister voice and the fact that he is so isolated and almost impossible to meet, make him a very interesting character. Not a likeable one, of course. The way he treats his son makes sure that he definitely hasn't any viewer sympathy on his side.
And we still don't know what his plans are. It was important that Anya fell asleep and wasn't present during the meeting, because otherwise she would have read his mind and then we would know his thoughts as well. But she wasn't there and Donovan Desmond remains a mystery to us.
