Yes, ppl being arrested for other charges found during a traffic stop still receive the citation because it provides the original reason they were pulled in the first place. When they go to court, lawyers will ask the initial reason for the stop and if there is no citation the whole case may be thrown out due to questions surrounding the initial stop itself...

Steve when you pull over someone don’t always go to the left side of the car because your more likely to get shoot easily. Go behind your car and move up on the left side of the car that pulled you over because your most likely will have time to react if they pull out a gun and you have more cover.
