The last I heard of this situation, the nutcase took one of the kids and went missing. I REALLY hope the police were able to track him down and get that little one back.

That is crazy... I will stand by my point and say that when you reach legal age and become an adult you should go to school for being an adult/ parent and get a license if you fail 3 times to get said license:Vasectomy. Thats all there is to it imo.
Mental evaluations at least need to be a consideration before you can be allowed to procreate. Multiple stage testing. Social media posts and stuff from the past compared to recently, as to gauge your emotional maturity. Also, background checks. It would be super tough to fund and regulate it though.

That is a horrible idea. For starters you only counted men, don't put women in a pedastal they can be monsters too and the fact your comment completely excludes them is pretty bad on your end. Second of all you would be giving the goverment full autonomy of your body....that's how dystopias happen, it starts with a limb and then the rest( add to the fact that test result can be manipulated by a third party to negate procreation of certain individuals, which is something goverments would gladly salivate over the idea of doing). Third and lastly, tests of that nature are unreliable, how many people simply memorize tests or pass psycology test and seem like normal people and still turn out to be monsters? Most of them and quite easily too, hell most well-known serial killers and abusers would pass that stuff easily. So in summary, the only thing your plan would do is give the goverment control of peoples bodies, which is a fate way worse for society than the current system, because if you think any goverment would not take advantage of this than foresight is not your forte.
