Ik this is over a year late but Golden was actually in the wrong in the argument, what Germany is doing is called division cycling where you can directly select units with low organisation in the battle and pull them out so that the reinforcements with organisation can sub in and take their place, thus delaying or preventing the battle from ending due to the player's units being kicked out of the battle after losing all their org. This is a legitimate strategy and is one of the ways of actually utilising having a numbers advantage in HOI4 because otherwise due to the low combat width of HOI4 you'd essentially be stacking all your units in a battle and praying that you win. Golden however was doing an exploit where you can continuously spam out troops and place them in the capital while a battle is happening in the capital, so that the battle can last infinitely long because of the constant supply of new units that are guaranteed to enter the battle.
From what I can tell (and I'm not totally clear on this), Golden used an exploit where you spawn fully trained units in your capital in the middle of a battle and they join the battle at full org. He justifies this by accusing Vader of cheesing the reinforce rate by attacking with high org units and then canceling one attack while simultaneously starting another one which allows his units to reorg without Golden's units being able to. Both are technically against the rules, but Golden's is way worse.
@@splizzex Vader used a totally legitimate and intended game mechanic that the group discourages because it makes it harder for small countries. Golden used an exploit that is explicitly banned, and according to Vader Golden started it. We don't know which one of them is telling the truth so all we can do is judge them based on what they did.

When I watch videos of Bo's HOI4 games it always seems like they play with either no rules or the most shit rules ever.
