HAVE AN IDEA :
how about doing a Champions League and Europa League at the same time by using the same “Country” method for groups. Europa League groups would start from the 9th country (ofc if you couldn’t make it %100 appropriate you can make some changes) And since we have 2 tournaments you can let the 3rd place teams in UCL groups to play at UEL knockouts, then you can also have a UEFA Super Cup match between the cup winners.

Champions League but it's cities playing against each other.
Basically, take the teams and have all players who play in the same city play on the same team. So combine Man City and Man United and make a Manchester club. Replace any teams that need to be replaced with the next highest team in their respective league.
Man City -> Man City + Man United
Arsenal -> Arsenal + Chelsea + Tottenham + West Ham + Crystal Palace + Fulham + Brentford etc
Newcastle United stays the same
Man United -> Liverpool + Everton
Sevilla -> Sevilla + Betis
Barcelona -> Barcelona + Espanyol
