Milan fans were either blaming Gigio or Raiola for this until one day, Gigio made it clear for the fans on who to pour their hate on. In an interview when asked about the uncertainty of his contract, he replied that he will leave it to Raiola, which made it clear that he is sure to not stay at Milan anymore. Months later, his transfer to PSG happened and Maignan from Lille came to Milan. Just because he did well at his past club doesn't guarantee him the #1 in his new club, if that was the case, he is 3 champions short of taking #1 from Navas, you have to work hard and earn your position in a new team, that's true for everyone.

No sane club directors will dare to pay an unproven young GK with only prospect that he can offer a whopping 8-10 million per season, but he should thank PSG since they are nothing but sane in their transfer strategies. Having Leonardo - much of a Judas he is to AC Milan - as the director speeds things up. He's lucky he didn't end up as free agent in 2021-2022.
The Benzema Event exposed his problem to all over the world to see: while he has good reflexes and decent shot-stopper, his ball playing ability is stupidly horrendous. In his day at Milan, his mistakes costed points that could have been avoided, but Milanisti mostly shrugged off this issue pretty quickly due to him being an academy player and so become a beacon of home grown player for Milan. He basically had Milan fans glossing over his performance, something that he could never have outside of Milan.
