He does, but then in other episodes he says stuff about how much money they're costing HIM by wasting stuff as well as a few other remarks from Tony and other characters that actually make it sound like they are partners in the Bing. Sil obviously handles most of the day-to-day and T was maybe the money man up front or something like that. But he definitely seems to have a stake in it. But I'm sure they probably keep it clean so it's likely that someone else entirely technically owns it cause it's very difficult to get a liquor license if ya have a criminal record or they suspect you're involved in OC. It's very useful as a meeting spot, party spot for work and play, they can extort dancers and patrons, tax drug dealers, prostitutes, and lend money, good highway access, and a solid source of income for Sil at least, maybe T too. Don't really wanna risk that by laundering or having the wrong name on the paperwork.
Being basically born into a position of power due to nepotism and inheriting the capo title from Johnny Boy, his father; he eventually acceded (ostensibly) the top position to his uncle Junior mainly in name only. This was both manipulative and clever as it seemed to be be giving his uncle meekly and respectfully what he wanted, feeding his ego and being respectful. Also taking some of the pressure off Tony. Note to the narrator; I'm sure this will come with time and you're very new to this, but pick the pace up a bit voice wise, and in the enthusiasm department. This will make all the difference to listeners off to work livening then up, if you sound interested in what you're talking about this will in turn interest your audience. I'm no expert but I think keep this in mind plus natural progression and you'll have a winner hopefully! Good luck pal.

I don't think nobody needs to disrespect each other over the internet about a video. Maybe the character is whatever you take from it. Ive had ppl debate me saying Tony wasn't alpha. I think he was but each his own. Is there really a wrong answer?
