Technically,he didn't name him. The man's name was Carlos, not Charlie. Just bad writing and trying to tie two different characters together, Charlie Nash and Jimmy Blanka.
Ivanarios. M. Bison isn't a drug lord. He is a powerful warlord bent on total world domination with an empire powerful enough to cease control of the entire world and it's resources and bend all civilians to M. Bison's will. As a superhuman dictator General M. Bison can easily do this beyond military force.

The movie was universally disliked upon release and Raul Julia (M. Bison) died two weeks before it opened: that is mostly why. In the original theatrical release, it was revealed that Bison was still alive and ready for another go at conquering the World. Despite the bad reception, it still managed to be profitable: it made more than 99 million dollars worldwide against a 35 million budget. In the US alone it took in 33 million. Had it been a strictly American movie, it would've been a disaster, but since it was an International co-production, with Capcom financing most of it out of Japan, those numbers were quite good. The first "Resident Evil" movie only did marginally better (102 millions worldwide out of a 33 million dollars budget) and it spawned 5 sequels.
@thermonuclearcollider4418 This movie continues to make money now, it's a fun movie that was never, ever meant to be taken seriously with an amusing and memorable final performance from Raul Julia
I worked at Shadaloo since 2003 as an officer of the 812nd Psycho Division. I also was one of Lord Bison's adjutants, and served as the pilot of his VTOL jet, used for transporting modern century weapons. In 2015, I was forced to get out of Shadaloo due to the destruction of the VTOL jet, and an invasion which killed most Shadaloo personnel. Lord Bison relocated to a nearby base stationed in Phnom Penh from Bangkok. 4 years after regrouping, I was let back in after a second VTOL jet was built to completion. That VTOL jet is currently as a fighter, to engage with all enemies foreign and domestic. Shadaloo scientists tested out Psycho plasma shot from the M134.
Key. Yes. Charlie Blanka became " Blanka" from Capcom's " Street Fighter II: Special Champion Edition" video game in 1991 I believe. The game revolved around Guile and M. Bison the two characters. One a protagonist and the other an antagonist.

I still love the way he says that. lol
@SunBunz. M. Bison's response. You will choke on those words Guile ?
Smart to mention a hostages name, which holds sentimental value to you. I’m sure the evil drug lord will do nothing with that information.
He actually ended up saving his life because of it.
2:15 at least they didn't make the Bison salute look antisemitic

Bison had to have heard guile say he took the bait, trace the signal stat!
For the longest time I didn’t understand what Guile was doing when he told Bison to look at this.
It means “UP YOURS!!!”
A private challenge

Wen i was a kid, i thought at 1st he just wanted 2 show his muscle
Especially a challenge. Baiting bision to break radio silence.

Charlie is Blanka and not to mention the movie combined Charlie and Blanka into one character
