You do not need to be Act 60 to bank in PR, in fact, it sometimes adds a layer of complexity to banking if they know you are act 60 (they send you to a special department). However you do need to show a valid PR address and proof (deed or lease) as well as your photo id and your actual paper social non laminated security card. Paper. Really.
